EXECUTIVE SUMMARY & PROJECT OVERVIEW

The Africa Federation (AFED), through its Housing Development Board, is developing Madina Residency, a landmark 17-storey residential building situated on Plot No. 512, Mindu Street, Upanga, Dar es Salaam.

Madina Residency is designed to provide quality residential accommodation for members of our community, placing a strong emphasis on comfort, convenience, security, and modern living standards.

In anticipation of full occupancy, the AFED Housing Development Board intends to introduce essential amenities and services within the premises to increase daily convenience, accessibility, and the overall residential experience.

Accordingly, AFED Housing Board hereby invites Expressions of Interest (EOI) from members, established businesses, commercial operators, licensed service providers, and qualified technology companies interested in offering their products and services across the following categories:

Category A: 24/7 Convenience Store / Mini-Supermarket
Category B: Residential Internet Service Providers (ISPs)
Category C: Cable Television and Digital Entertainment Services
Category D: Automated Security Gates and Access Control Systems
Category E: Cafe Lounge

Through this initiative, the Housing Board seeks to identify reputable and capable partners who can provide reliable services, competitive pricing, professional management, and long-term value to residents and the property.

IMPORTANT NOTICE TO APPLICANTS

This Expression of Interest is intended to invite applications, assess market interest, evaluate prospective operators, and identify suitable candidates for further consideration.

Shortlisted applicants may be contacted for further discussions, site visits, technical assessments, and commercial negotiations.

Detailed technical specifications, architectural layouts, infrastructure requirements, operational guidelines, and applicable commercial terms will be made available exclusively to shortlisted applicants.
Issuance of this EOI does not constitute a tender, guarantee of appointment, financial commitment, or binding contract. Any final arrangement remains subject to AFED’s evaluation, approval, and formal agreement execution.

SUBMISSION DEADLINE & REQUIREMENTS

Interested parties are invited to submit their formal Letter of Expression of Interest by or before 12 November 2026, clearly specifying the category or categories for which they are applying.

The letter should include the following information:

Category of Interest: Clearly specify the category/categories applying.
Company Profile: A brief overview of the company, its core business, range of services offered, and competitive advantages.
Relevant Experience: Minimum of five years of relevant operational experience in the chosen field, supported by recent project history.
Track Record: Details of relevant projects completed, services provided, and existing clients.
Contact Information: Name of authorized representative, telephone number, and email address.
