I refer to our telephone conversation of Monday 17th June 2002 regarding the situation in Madagascar and the possibility of evacuating our Community members from there should the need arise.
 
On behalf of the Africa Federation, I take this opportunity to convey our sincere appreciation to you and members of our Community in Re-Union for your support and co-operation in this matter and for making all necessary arrangments with the Government of your Country.  We were very pleased to know that you have made similar arrangements with our Community members in the Island of Mayotte who have also assured you of their assistance.
 
Let us pray to Allah (s.w.t.) for the safety of our mumineen and for calm to prevail in Madagascar.

Salamun Alaikum.

I thank you for your below quoted Email and appreciate the concern shown on the ongoing situation in Madagascar and the well-being of our Community especially in Majunga.

We have remained in constant touch with the office bearers of the Regional Council in Madagascar and have assured them of our continued support and assistance.  We have also spoken to the Chairman of Re-Union Jamaat Br. Munir who has assured us that all necessary arrangements have been made should there be any need of evacuating our brothers to Re-Union and Mayotte Island.

The Africa Federation takes this opportunity to thank the World Federation for their commitment of US $ 10,000 towards the immediate emergency relief for the needy mumineen in Majunga.

We pray to Allah (s.w.t.) for calmness to prevail in Madagascar and for the safety of all mumineen.

Dear Alhajj Mojizbhai and Alhajj Roshanbhai,
 
Assalamu Alaykum 

On behalf of the World Federation, we express our deep concern and continued prayers for the well being of our Community  in Madagascar and particularly for the affected mumineen in Majunga.  By way of your email today, we  are relieved to learn that the situation has calmed down and pray to Allah for peace and stability in the region. 

I would like to commend the leadership of the Regional Council for your initiative in acting swiftly to attend to the plight of our brothers and sisters and immediately informing the International Community of the developing situation.  We also commend our Jamaat in Reunion to be on standby in the event of need.  It is at times like these that we all realize how important our global network of Jammats and Regional organizations are in supporting each other in our hour of need. 

As related to you on the phone, the World Federation Secretariat and its resources are at your disposal to enable and facilitate the Regional Council in its  endeavors to attend to the needs of the mumineen. Inshallah  the WF will be working in close collaboration with the Africa Federation to assist the Regional Council in its efforts to resettle the affected members of our Community. 

As an initial token of our support, we would like to commit a sum of $10,000 for immediate emergency relief of the needy mumineen in Majunga, as your team travels to the region on Thursday, while we await your report on the assessment  of the damage and the assistance required. 

Please convey our message of concern and prayers to all mumineen in Majunga and elsewhere in Madagascar. 

May Allah keep all our mumineen in safety with the wasila of Masumeen (AS)

Subject : Looting at Majunga

                The Regional Council has received informations on 15/06/02 afternoon, that troubles have produced at Majunga.

 Immediately, the  committee  of  Regional Council  makes  a  meeting  and  with the collaboration of Tananarive’s Jamate,  one unit of crisis has instituted.  The unit has taking a permanently contact with the members of  committee of Majunga’s jamate .

One looting of shops and houses have produced  that the  people couldn’t circulate in the town.

The evaluation of shops looted has impossible and ours nationals asked military help.

 The Council,  with help of people  of our community  could  contact the Minister  of Defence  and  the  Minister of  police to give  instructions to military, army and policemen at Majunga :  To help the  people to stop this looting and to control the situation. Thanks  at the Malagasy Statement that our appeal has intended and the reinforcements have sended. 

Like  all others asians  community   have  touched.  The  Regional  Council  has convoked  at the  office on Sunday 16 / 06 / 2002 all others communities as Bohra, Ismailien, Hindou, Sounni Sourti .

It has decided at the unanimity that:

1-     To be called two members of each community and two of Regional Council in unit of crisis (that has instituted)

2-     To see the Embassy of France, India, Pakistan

3-     To see the  Ministers of Interior, of defence and of police.

4-     To close all shops at Majunga at least 3 days.

5-     One delegation of five communities will displace at  Majunga :

-         To see the damage caused

-         To see the authority in place

The Chairman of Regional Council of Khojas, Alhaj Mojize Raza Khamis has contacted ours  Jamates of the Isle of Réunion and of Mayotte to make  necessary next to French authority for one eventuality  evacuation  . Ours compatriots could have authorisations next to the government of Reunion  and of  Mayetta to receive ours nationals peoples in theses isles.  

The evening of 15/ 06 / 02, we make in alarm our Ayatullah Al Ozma Sayed SISTANI (M.A)  The  Chairman  of  World  Federation  Alhaj  Hasnain Walji, The  Chairman  of Africa Federation Alhaj Zoulficar Khimji and some others personalities.

Since on 16/06, we have started that has decided.

We’re counting  to  displace at Majunga on Thursday  or  Friday to value  the damages caused.

But it must note that approximate,  one about thirty of shops or warehouses are looted, some houses burned and no damage corporate.

The  situation has controlled by the authorities on Monday 17/06/02, but some attacks are always signalled.

                We won’t miss to transmit you the evolution of this situation.

                Letters, Fax, Mails, Phones of Comfort from all world are reached us, particularly from  our MARJA, World Federation, Africa Federation,  jamats and others personalities

            The Regional Council is in constant touch with Mumineen in Majunga and we pray to Allah to protect the dignity and property of all Muslims in the region (Ameen).
